A 404 usually means a brief Google outage that clears within 24 hours; 'posting reviews is disabled' means Google restricted reviews on your Business Profile.
It seems like it is a partial outage on Google's side. I imagine it will fix itself. Certainly if in 24 hours the problem still persists please let me know.
Have you tried signing in with Google before using the camera app to scan the QR? Or have you tried scanning with a different phone to see if the error is still there?
However, I'm seeing the message "Posting reviews is disabled for this location", this usually means the review feature is temporarily restricted on the Google Business Profile itself. This is controlled by Google, not by the QR code or the stand.
